Elissa Cochrane, CDA II | IPAC Certified - Queen’s University | Certified WHMIS Trainer

The person behind the process.

As the founder of Sovereign Clinical Compliance Associates Corp., my path to IPAC compliance started in the operatory, not from a textbook. With over a decade of experience in regulated dental healthcare, I worked as a CDA II and watched capable, dedicated teams navigate real pressure that was often caused by unclear policies, inconsistent training, and compliance systems that weren't designed with clinical reality in mind.

When I was appointed the IPAC role within our clinic, my perspective broadened. I became genuinely invested in the process of building better systems and supporting the teams working within them. That investment led me to formalize my education through an Infection Prevention and Control Certificate from Queen's University, certified WHMIS trainer, as well as a CIC candidate, among additional continued professional developments that ultimately shaped the foundation of Sovereign.

My work is guided by current standards including PIDAC, RCDSO, CDHO, PHO, and CSA references. Staying informed through active membership with IPAC Canada, APIC, and the ODAA, I stay closely connected to developments in the field because the practices I work with depend on accurate, up-to-date guidance.

What Sovereign offers is straightforward, practical compliance systems built around how dental practices actually function, clear communication throughout the process, and thorough documentation your team can rely on.

The goal is always the same, a team that understands their systems, feels supported, and is genuinely prepared.
